Could you check the USB female socket on the OTG cable please, if you look inside the port, can you see if any pins are bent? Like this - viewtopic.php?f=33&t=2102&p=8985&hilit=bent#p9015 (you can see a single pin has been pushed back and is pointing up)

NoIR cameras are designed to see in the dark! For them to work properly they need IR light.
