If you haven't already, try a complete format of the SD card and install raspbian using the latest version of NOOBs - https://www.raspberrypi.org/downloads/noobs/

The only thing I would suggest is to actually completely format your SD card and do a fresh install of raspbian using NOOBs.

Other than that, have you tested your PSU on another Pi?

Do you have another Pi you can test it on? At the moment no but I'm running 'vcgencmd get_camera' and the result is 'supported=1 detected=1' Check for any signs of damage on the ribbon cable. Do you have another Pi you can test it on?

Check for any signs of damage on the ribbon cable.

Try a fresh install of Raspbian using NOOBs

I personally use the shutdown command when powering off the Pi, no real reason for it other than I feel it does a "proper" shutdown:

Hard drives can be a bit funny via USB on the Pi, as even though they have external power they sometimes draw large current from the USB ports as well. First I would say, are you able to do a fresh install Raspbian and test the hdds Also, have you tried boosting the USB ports max current? Heres a tu...
